NEW YORK (S&P Global Ratings) Dec. 28, 2018--S&P Global Ratings placed its 'A' rating on Public Finance Authority, Wis.' series 2013A and taxable series 2013A-T multifamily housing mortgage revenue bonds, issued for Legacy Shamrock Community LLC (Legacy Shamrock), Ga. (Shamrock Gardens Apartments project), on CreditWatch with developing implications. We are unable to complete our annual surveillance review due to insufficient information. We haven't received the trustee and owner questionnaire, which contains material information for our review. We expect to receive the questionnaire by Jan. 31, 2019. In addition, we reviewed audited financial information available on the electronic municipal market access system that indicates the project's annual debt service coverage was over 2x in fiscal 2017. NEW YORK (S&P Global Ratings) Dec. 28, 2018--S&P Global Ratings revised the outlook to negative from stable and affirmed its 'A' issuer credit rating (ICR) on Vitalant (formerly Blood Systems, Inc.), Ariz. An ICR reflects the obligor's general creditworthiness, and an ICR is not specific to a given debt issue because it does not consider the security and other credit and legal characteristics of a given debt issue. "The negative outlook reflects weakened operating results, likely breach of debt service covenant requirements although management expects waivers from all debt holders, and improvement efforts that will take two to three years to materialize," said S&P Global Ratings credit analyst Jessica Goldman. A lower rating is precluded due to improved balance-sheet measures following the paydown of a line of credit, reducing debt by about $50 million from the 2017 year-end figures. NEW YORK (S&P Global Ratings) Dec. 28, 2018--S&P Global Ratings today assigned a 'BB-' issue-level rating and '1' recovery rating to Camp Hill, Pa.-based drugstore chain operator Rite Aid Corp.'s $2.7 billion new asset-based lending revolver (ABL) and $450 million first-in, last-out (FILO) term loan, both maturing in 2023. The '1' recovery rating indicates our expectation for very high (90%-100%; rounded estimate: 95%) recovery in the event of a default. As a result of the increase in secured debt, we revised the recovery rating on the guaranteed unsecured notes to '6' (rounded estimate: 5%) from '5' and lowered the issue-level rating on the guaranteed unsecured notes to 'CCC+' from 'B-'. AN FRANCISCO (S&P Global Ratings) Dec. 28, 2018--S&P Global Ratings lowered its underlying rating (SPUR) to 'BBB+' from 'A' on the California Statewide Communities Development Authority's series 2016 local Measure R sales tax revenue certificates of participation (COPs), issued on behalf of the cities of San Fernando and Azusa. The outlook is positive. "The rating action reflects the application of our priority-lien tax revenue debt criteria, published Oct. 22, 2018, on RatingsDirect, which factors in both the strength and stability of the pledged revenue, as well as the general credit quality of the cities as obligors," said S&P Global Ratings credit analyst Dan Kaplan.
